Asakusa Samba Carnival takes place in late August in the streets outside Asakusa Station. It's 5 hours of people dressed up in all kinds of odd (but fun) outfits parading while dancing about. Other than regular samba/carnival stuff, you might also catch glimpses of some very Japanesey stuff like dancing robots, yakuza playing out a robbery, human yakitori, and of course, super-kawaii furries.
